The language has changed to make it more pc-palatable for the supporters and less "restrictive" sounding to the casual gun owners. Clearly an orchestrated move.

The anti gun crowd was using the phrase "gun safety" in lieu of "gun control " for the last decade.

When people are called "law makers" they feel the need to keep making new laws. Even if the new laws cover the same things as the old laws.
