    Default PA non resident question

    Hey all,

    Quick question, my parents just bought a second house in Lancaster county. For medical reasons, he has to maintain his NY residency, a few questions:

    1. can he possess a rifle/shotgun at his second home (that would stay there)?
    2. Can he bring his pistols (legally owned in NY) to his PA home when he is there so we can go to the range together?
    3. Would Lancaster County issue a non-resident if he can properly prove ownership of the second home? (Long shot)

    3. If Lancaster wont, and if he maintains his NY residency, he could apply at a sheriff that is friendly to non-residents.


    To be eligible as a non-resident for a PA LTCF you must have your home state carry license/permit(Vermont residents are exempt of this). Some PA sheriffs treat NY residences/restricted permits as "carry permits" for eligibility.

    To add to what Knight said, I can't see Lancaster having an issue with issuing a non-resident permit. They're pretty LTCF friendly.

    There is some confusion on the NY permits. I believe that there are two permits in NY, one to own and carry to a range then the full concealed carry permit (whatever they call it there). The permit to own does not seem to qualify for getting the non-resident permit in PA. IANAL but I have haunted this site for a while and have read that if he establishes residency and has papers proving that he owns property and pays taxes on it he can get his LTCF, once again, IANAL. You're in Berks and Berks has one of the best 2A sheriffs in the state and they have an office at the Reading Airport. They are not there one week out of the month so before going there make sure you don't pick the wrong week. You could call or go in person and ask them what they wiill require and they will help you.

    Thanks for the replies. I appreciate the info.

    Unfortunately, my Dad’s NY county (Suffolk), has administrative restrictions that only allow “to and from the range”. I’m in Berks and when I asked, the deputy stated that they would only issue a LTCF to my dad if he had a non-restricted permit.

    I was hoping that Lancaster was different.

    If law enforcement can't ask if a person is a citizen of the US , then this question should be ignored.
