State law would have to be changed to allow an e-Application/Record of Sale to be utilized in lieu of the paper one. But then again, it appears e-PICS is not permitted by the letter of the law either and yet the State Police ignore that too.

Sign of the Times, Now the Original owner will have to prove that he didn't do whatever crime the weapon was used in..

....at the very least he will have to explain how someone else came by his weapon.I understand the city passed a law where a gun owner must report if his/her gun is stolen.
