That's not accurate, at all.
Are the rules different in Philly? Yes. But that's because there is a separate, state legislature enacted statute that applies to cities of the first class. If any other city ever reaches that distinction, the different rules will apply there too. If Philly happens to fall below that standard, the different rules will no longer apply there.
Yes, things are just a little different in Philly, but it's the work of our legislature.

I wouldn't push the idea that open carrying under a declared State of Emergency is legal right now. They are looking for a test case so be careful out there. There is no good reason for a state of emergency when none exists. Wolf takes huge sums of money from those that push opioids through workman's comp pharmacies.

No, philly doesn't (legally) get to make its own rules. The state statutes treat it differently because it is a city of the first class.
Under the current (opioid) State of Emergency, you need a license to open carry anywhere in PA
That is the question at hand.

I recall seeing something about that. It is/was a crock, IMO.
Negative. Any vehicle or conveyance is considered "in a vehicle" - it's a separate clause in the statute, also requiring LTCF.
IANAL, either, but my blood pressure is too high for that grain of salt.

Bad OC experience? The young lady working the cash register at our local Chinese take-out place asked me if I was a cop. I said, "No," and walked out. Me, going on 72 years old. A cop? Of course, it could have been a cultural thing. Didn't even faze me.
