    IMHO, when PASC rules on something, that ruling stands for the ENTIRE state. There is no carve out for the communists.

    Because the ruling applies to both open and concealed carry, it should apply everywhere. Concealed in 66 counties is the same situation as OC in Philly.

    Bottom line is that "gun" isn't enough. Not open. Not concealed. Statewide.

    I preface this with I am certainly not a lawyer but the PA Supreme Court did touch on that in their opinion. In addition PA requires a LTCF for concealed carry yet the opinion specifically mentioned the mere sight of a firearm is not RAS of a crime.

    And if one operates a motor vehicle on a public roadway they're required to have a driver's license. The police can't stop you while driving just to check your license.

    Very true and in the Court's majority opinion they referenced this.

    It has nothing to do with the requirement, you are still required to have the LTCF in Philadelphia for any mode of carry. All I was pointing out is that just as a city of the first class requires the LTCF for any mode of carry, PA does so for concealed carry. I did not read the opinion to apply to all of PA for conceal carry but exempt any city of the first class for any mode of carry. To me that would not make any sense any would probably be unconstitutional but just my opinion.

    At the moment, you are actually required to have a LTCF for any mode of carry on any public property in the entire state. Is it your argument that the SOE would supercede the SC ruling too?
