    Safe and legal novelty is what you have. A 37mm Hotchiss shell. They were used in artillery pieces and some tanks/ship guns back around WWI time frame.

    The casing has been fired, as shown by the primer.

    The projectile has been demilled as evidence by the empty nose.

    It wasn't uncommon back in the day for the military and national guard, or by other entities, to give/sell those after they have been rendered safe. I have a 40MM anti-aircraft shell at my parents place which was fired and a demilled shell stuck into the case.

    As a kid I had a demilled .50 Cal and 20mm cannon round on the shelf in my bedroom. The 20mm made the .50 look like a .22. Big upgrade. As much as I tried I never got them to fire.
