My point was that a lot of LE agencies have or had this caliber as their duty weapon. Was it not developed with LE use in mind? I was just trying to point out the ridiculousness of the comment about only criminals possessing this pistol....

I suspect the letter itself is written by a sock puppet/troll. It's probably written by someone from an anti gun organization in hopes of getting it published in major newspapers with the given response.
The reason I suspect this is the father implies he is terrified of guns yet he knows what a .40 caliber is and about hollow point ammunition? One of the options he presents to his daughter is that the gun needs be turned over to him. If he was terrified of guns there would only be two options the gun goes or she needs to move out.
