The Pennsylvania State Police Firearms Division is part of the Bureau of Records and Identification and is charged with maintaining records related to firearms licensing and transfers.

Notwithstanding any section of this chapter to the contrary, nothing in this chapter shall be construed to allow any government or law enforcement agency or any agent thereof to create, maintain or operate any registry of firearm ownership within this Commonwealth.

On top of that, any PA FFL is acting as an agent for the governmental violation (or, better said, violating government).
