How many times do you rack the slide before being confident it’s not loaded?

I was just watching reruns of live PD and noticed more than once an officer retrieved a semi automatic pistol and racked the slide like 10 times before stating it’s unloaded. If you are in law-enforcement please let us know if that’s protocol. The only time I do it is after placing a drop of oil in each rail. When I was in the Navy we were still using 1911’s. When we took possession of a pistol we were taught to rack it back and visually inspect the chamber. Does racking it back and forth several times serve a practical purpose that I may be missing?

I rack several times as an extra check to make sure I didn't forget to pop the magazine (if I did, rounds should be popping out), but my last step is always lock the slide open and visually inspect both the chamber AND the mag well. I don't count, but if I had to guess it'd be maybe 4 times.
