Daily coverage of shootings in Philly on TV news. Shot of two white chalk circles, high contrast, can't miss, each surrounding a shell casing (I give up).

The high-contrast circles could be seen and recognized from 100 feet distance, but, just to make sure the circles are noticed, there are arrows drawn in white chalk, pointing to the circles.

Philly must have a history of overlooking evidence in circles.

Whoever finds the evidence, goes to court. Seems like everybody was refinding some evidence.
