The Constitution doesn't give Congress the power to regulate such. See Article I, Section 8, and some amendments as to what Congress has power to make laws on.

I would always like to be able to carry at any pro-2A rally. Mask restrictions make sense and there are laws on the books making it illegal (anti-KKK laws). The government just refuses to enforce them against Antifa because Antifa is the establishments military wing. New laws won't fix that.

How Norway Dealt With Antifa

The problem we have here is that Antifa has political, legal, media and financial support from the Democrat controlled cities where they thrive. His prescriptions are good in so far as they go. Certainly, they are mocked and memed, but the notion that Democrat mayors, media, councilmen, prosecutors, and judges are going to support serious police action against them is simply not in the cards. Antifa exists in a meaningful way now because they have the full support of every institution I just mentioned.
