I'm in the 'blue Loctite everything' camp. Make sure your rifle is level using a bubble level device and then make sure your scope and/or reticle are level before tightening down. You can use a bubble level on the elevation turret, or ensure the reticle is level by hanging a plumb bob (weighted string) and matching that up to your reticle at a distance. As for mount and ring torque, it's usually type/manufacturer specific. Typically rings are 20 in-lbs.

You all crack me up. I have the levels and will level it and go with mfg spec for torques so long as I can find them. Loctite all.
