Right now, no. The State of Emergency requires a LTCF for hand guns and long guns on public domain.

Correct me if I am wrong: To get a Non-Resident from any other state, that state will require you to have a resident permit from your state. A few states do make exceptions for states that with Constitutional Carry

I'm not sure how common that requirement is, but I think it's actually fairly rare. I know FL, AZ, and NY do not have any such legal requirement (NY in some counties may have it as an extralegal requirement). PA of course does. UT only requires it if your state has a valid reciprocity agreement with them.

Last time I checked it was still in effect, but that has been a few weeks ago.

They apply to any firearms on public domain regardless as to what anyone says.

If you aren't on your property, or another private entity's property, then you are on public domain.

NY? why the Southern counties that claim to issue non-resident to neighboring residents in PA all require a PA LTCF... But these are more rare than hens teeth. .. of which I am lucky to possess one ;-)
