Your wife should have received a receipt, with all information the required information on it. IIRC that is required by law. I just cant be certain anymore. The worst part is you will have to pay a lawyer to get back something that should have never been taken in the first place.

Cops don't always know what they are talking about and they are allowed to lie to you. Besides going through the legal process, you can exert pressure in other ways. (Ask your lawyer about whether and when you should take these steps). You can make an appt and talk to the chief. Make it a matter of fact discussion of what was done wrong: non-violent event, no receipt, bad info re your wife regaining her property. Talk to your local town and/or county rep. Ditto on the content. If you (or your wife in all of these choices) does not mind going public, get on the docket and speak at the next town and/or county council meeting. The chief works for them. Make reasonable but uncomfortable demands for explanations and training for the cops. Who can object to by-the- book performance?
