White vinegar will strip everything that's oxide based (rust, the finish). Throw it in, walk away for a week.

Re: Sunday Night Rock Island Project
It'll work faster, but it isn't aggressive enough to hurt anything. It's a go-to "not in a hurry" solution. So it might eat all the rust in 30-40 minutes, but if you're starting a project on a Sunday and might not get back to it until Saturday it's a much better solution than something like naval jelly.

If you can soak it, yes. But in a situation where you might be relying on a soaked rag to keep the liquid on the fastener you'll want something more aggressive.
Evaporust, like HKUsp recommended, works great here.
But if you have nuts/bolts or something with surface rust that you don't want to take a sander to? White vinegar bath and just leave it be.

Soaking first. Nuts off, kroil, knocker loose, 4 in one, wd40, atf, kerosine, anything thin. Look into the cathode anode process.
