    What constitutes loading? Having a magazine inserted? What if the mag has no cartridges in it? I would assume chambering a round round would constitute loading, but we don't know because the people who are writing these bills are fucking brain damaged. Illegality aside, they can't even write a bill which is their job.

    Moreover, what's their definition of brandishing?

    Is anyone heating tar and plucking chickens?

    The fact that they are watering down the ordinance should indicate a win for the gun rights advocates who spoke and protested.

    It will amount to no more than a quasi-resolution, allowing councilmembers to save face while avoiding a decisive legal rebuke.

    Usually the definitions are spelled out in the front of the publication.
