Manually lowering the hammer isn't necessarily foolish, but it is risky, especially if you're lowering all the way to the firing pin stop. If you're just lowering to the half-cock notch it's not so bad because you can physically insert your other thumb between the hammer and the firing pin to absolutely prevent a discharge in the event your hammer-lowering thumb slips while the trigger is pulled; once the sear releases the hammer from its full cocked position, it only needs to move forward about 2mm before you can take your finger OFF the trigger, whereupon the hammer will travel no further than the half-cock position even if you let go with both your thumbs. The half-cock position is where decocker-equipped CZ 75s decock to.
