What if the OP was just a law abiding citizen twice victimized , both times by scum who feel entitled to his property, only thing is one is backed by the Government of the city?
We can take it a step (or giant leap) further...what makes the OP think he can own anything in Philthytown and not have someone else take it?

And have PPD confiscate your CCW to boot. Or, keep the firearm concealed, go about your business, and return home later in the day with your firearm and CCW still in your possession? Which is the greater evil?

I'm not talking about entering a government building or some other area with airport level security and metal detectors, more so places that you are not supposed to carry, but where there are no significant precautions to prevent it.

Also, if wherever you were parked it is common to have your car broken into, it seems to me that that is exactly the kind of place you would want to be carrying your firearm with you - not leaving it locked in the car!
I have seen a few places where their policy states "...leave it in the car..." or "...leave it at home..." This is the slippery slope of the gun control idiocy. Pass laws that assume criminals will suddenly obey laws, and then act surprised and reinforce and enhance those laws when the criminal actually does break the law. NOBODY in the government considers or cares about the little guy's law-abiding day-to-day struggles. Convoluted gun laws make sense only to convoluted-thinking egomaniac agenda-driven socialist lawmakers. And then, if the law doesn't make sense, wait, there is a judge somewhere who will 'interpret' it and bring it in-line with the socialist agenda...
So, one tiny-dick Philly dick steals one LTCF one day, what's the big deal? I'm sure those newly elected socialist hyphenates and snowflakes care.... Bob Jr cares... big Tom cares...
The little guy hasn't got a chance.
But absolutely, call a lawyer, call twice a day till they talk to you. Do it quickly. Can't imagine where that LTCF might show up..... It IS Philadelphia, after all...

If the confiscation was not done properly(i.e. by the letter of the law), then in theory, you still have a LTCF, just not the physical document. Report it stolen and ask for a new card.

This crossed my mind as well. If there is no documentation that it was revoked for a violation, and just randomly taken by a police officer with no charges filed, is there any reason it's not still valid? Tread carefully though. OP doesn't want to go for a replacement and find out he's flagged for some reason, so be sure there is no issue first.

Would the detective have confiscated a phone if the OP show a photo of his LTCF on that phone?

My thoughts are false report, legal fees and unwanted problems but I could be off on that.

There are levels of precaution I take. Say my coat, groceries or shopping bag of clothes. Behind the seat locked truck. Something a little more valuable like my cell phone, locked glove box in my locked truck. My firearm in a locked safe box hidden under the seat with the cable through the seat frame, truck alarm on and truck locked.
Your right he's the victim not the bad guy but we have some level of personal responsibility. There's been a crapload of cops lost weapons and had some stolen from personal vehicles, wonder what hapened to them?

Have seven levels of precaution if you want, the bottom line is that someone illegally trespassed onto his property and illegally removed some of his stuff.

Government officials and Police are under no obligation to obey the laws. Only an attorney experienced in dealing with lawless officials is going to get your government approved carry permit back.

This is a good reason to carry a COPY of your license. Let the bad cop send a demand letter to surrender.
