If nothing else the refusal to file a complaint now spells out the circumstances where they (theoretically) will so at least the groundwork is being laid. It will be interesting to see if the DA will following through when/if it actually passes.

No one has done anything wrong yet. But I like the idea of letting the Mayor and Council know that patriots are not bluffing.

Exactly to both of your comments. It's out there. The pressure is on. Based on that pressure and DA Zeppole's own words I think if Mayor ButtNugget actually signs something I think something will actually be done with it. We need to settle in for a long term battle we haven't experienced yet both state and federal levels. Let's not get battle worn. This next two years will be brutal.

No? Is not conspiracy to break a law a crime?

I've been following Peduto on fakebook lately and all of a sudden his posts regarding this issue have ceased and he had been on fire about it.

ETA: His rantings have included admitting that he was breaking the law and he knew it and was proud of it.

This is covered by the Speech and debate clauses of the PA and US Constitution.

Legislators can't be held liable for things said in debate or execution of their duties and it's pretty ironclad, with court support.

Nothing can happen until they actually vote, and even then anything they said beforehand (the conspiracy) *could* be protected from prosecution.

We'll see what shakes out the other end.

He and the others have been so brazen and arrogant about it that they have long ago documented their intent and wlllfulness and knowledge of their proposed lawbreaking.

The premature private criminal complaints are a wonderful way to pull these politicians up short. They now have a little taste of what will be coming their way. Of course these complaints can be written a thousand ways so denying the first or the first few will only give others a roadmap of how not to write theirs. I have never heard of this procedure in any other State. Has anyone else?
