The powers that be in PA do NOT want to further legitimize semi auto rifles because they eventually want to ban them. If they are allowed for big game hunting, then another argument can be made for their ownership. That's why Dems keep pushing the 2A is about hunting. Of course we all know that is a LIE.

Guess it doesn't matter that semi auto rifles, and pistols are "Common Use" and the most popular type of firearm sold, and owned today.

This is correct. You can not have Pittsburgh outlawing them and the Game Comm allowing them all at the same time. It doesn't look good or help the anti 2nd matters.

Just pass laws making using a semi-auto gun to commit a crime an enhanced gun crime. Use a revolver, so many years in jail. Use a semi-auto, an additional five.

Also, a law counting all the years of possessing a semi-auto without committing a crime as good time that can be cashed in if committing a crime. Wait...that doesn't sound right. Needs work. Needs sending to a committee.
