My only comment would be to have some color in the patch so it can be recognized from a little distance. Some electric blue or something like that to make it more visible. Otherwise, it will be lost in the sea of subdued patches. I'm thinking if you make the center black and white for the state/crossed arms with a visible blue circle, that would stand out. Alternately, you could use blue and white instead of black and white.
