Right on! Criminals will be the first to turn them in because they don't want to get in any trouble.

IDK, I've got more guns than I can recall by mind. If one were to walk I may not know of it unless I was carrying it when it walked.

Should I risk jail time because I have a large collection? What if someone were to steal from me and I just didn't realize it? That should draw a penalty?

    Yeah, pass.

Flip side is someone with similar setup as you but a twisted moral compass who "loses" guns every month that miraculously find their way to prohibited persons.

But, like I said, IDK how it would balance not infringing and actual common sense stuff.

Then we err on the side of not infringing. There's very little evidence that even the current background check system stops much crime with Firearms. A lost and stolen law would do dick to stop most crimes with guns or illegal sales.
