    The idea of the rally is ultimately to get inside and meet with representatives.

    The rally was always outside, and then everyone came inside to talk to the legislators. The attendance might have been larger last year, but you couldn't tell from looking at the pictures - you can't see the people down the hallways or outside.

    In theory, yes, but every time I've gone, 90% of the legislator were out of their offices. One year, I was able to speak with my state rep only because I broke off by myself, and an aide walked me over to the meeting room where he was in a caucus and asked him to come outside for a few minutes to meet with me.

    I just think that the rally part is just as important as trying to meet with the reps, but the rally is being given short shrift now by shoehorning everyone inside.

    I only started going a few years ago, but it's been inside every time i went.

    It was pretty cool last year when we completely jammed the rotunda with our rally, then the 20 or so Bloomberg people crept out and held their little counter news-conference on the steps.

    Not sure when or why it was moved, but for now it's what we have to work with. This is our one big chance to be seen/heard as a group and i'd rather not discourage people from coming. It was a great time last year.
