Transfer to a Non-US Citizen Who Resides in PA and Has a Valid LTCF
Maybe an odd question, but I wonder: Is an FFL required when transferring a long gun to a PA resident who has a PA LTCF (and Immigration ID Number), but isn't a US citizen?
