People can buy Marijuana, Meth, Bath Salts, Heroin, Oxys, Fentanyl..... those are laws which are heavily enforced. The NSA gives intercepts to the DEA. Civil Forfeiture steals private property "associated" with "drug crime", no convictions necessary. People go to jail for longer for drug commerce than for rape, some kinds of murder, manslaughter.
