    Someone please correct me if I'm wrong, but Pittsburgh can't assign a penalty greater than a summary offense to their illegal ordinances, correct?

    As I understand it, I believe you are correct. Please seek additional confirmation.

    Irony- They commit misdemeanor offenses to pass summary level ordinances

    Well, yes, but that's not really fair, so as long as they're passing illegal ordinances, they'll attach illegal penalties too. It's a win-win.
