So he confessed that he was too lazy to get out to shoot it. We had no way to prove that he shot from inside of his car.

This citation doesn't mean he confessed, and it is still active. However, since you can testify that he was using a motorized vehicle to locate deer, 2308 (A.7) would be an appropriate charge, and he doesn't have to shoot from inside the vehicle for this section to be applicable.
