Preemption covers Hunting. The PGC sets the rules for hunting and as long as you follow the game law municipalities can not stop you from legal hunting. Sometimes you see signs along the road that say "No Hunting In Shit Township." They are invalid. Local cops might arrest you but you would win on appeal. Most places realize now that they can't stop legal hunting but leave the signs to scare away the uninformed.
Sticks and stones will break my bones but hollow points expand on impact.

Right, but the question is NOT about hunting, its about "discharging" for other purposes (like target shooting), which PGC has no jurisdiction over.

You own two plots of land. One plot has your house on it. That's considered curtilage (an area of land attached to a house and forming one enclosure with it.). Your other plot is across the street/road/highway/whatever. Both are your property, but only one is curtilage.
School grounds are its curtilage. The bus garage a half mile away, or the football/soccer field across the street, might also be school property, but it's not school grounds.Last edited by Statkowski; November 7th, 2018 at 01:11 PM.

No guns on school grounds as a safety rule for the children sort of falls apart when I am armed in proximity to a school bus loaded with children, and there's nothing the safety nazis can do about it.

.....other legal purposes. Such as voting, while school is not in operation for teaching, no students present.
