Pardon my ignorance, but lowers on sale recently for the cheap advertised Gen 2 ? what would that mean to someone who was looking to put together an AR just for shooter on the range quality ?

Gen 2? Most likely it pertains to revisions specific to that manufacturer's parts. Such as Palmetto State Armory has gen 1 and 2 for their PA10 .308 patterned series of rifles/parts. If it's still a 5.56/.223 lower it should remain compatibility with 95 percent of AR parts, if it's chambered/larger magwell for something else, then ymmv. Not much standardization when it comes to other chamberings.
Mostly browsing these days, and expanding the collection.

I assume you're referencing the "Aero" Gen 2 lowers.

"The Aero Precision Gen 2 Stripped Lower Receiver is the foundation of your rifle. Machined to MIL-SPEC ensuring compatibility with a wide range of standard AR-15 components. Increased magwell flare allows easier insertion of magazines and provides a sleeker look. The grip tang has been machined for a nylon tipped upper tensioning screw. This screw allows any slack present when assembled with an upper receiver to be adjusted out for a tight fit. While not required for assembly, the takedown detent hole is threaded for a 4-40 set screw allowing the takedown spring and detent to be installed without a carbine end plate or rifle stock (screw not included)."
