If one were to go out on a property inspection with a chance of running into trespassers who don't want to be caught, then a carbine/shotgun & a backup gun.
My guess is dumpers aren't going to give too much trouble if caught & confronted with an armed landowner.
But do what she feels is best. Cops aren't going to put any effort into private property dumping.

From a practical standpoint, the trail cam idea is the best way to go. Need proof to push the issue.

Going solo to a confrontation with unknown subject or multiple subjects regarding a property issue and not live victim(s) is 100% the wrong thing to do. I know of no training scenario that involves one "good guy/gal" going to confront any subject(s) over a piece of property or dumped tires, etc. There is no right or wrong weapon(s) to use as it is just flat out the wrong thing to do.
