Default Brother in law and sister in law transfer

I did not know where to post. If this is not the spot to post please let me know. My question is can a transfer of a handgun from a sister in law to a brother in law in PA happen without and FFL? Meaning can she give her handgun to her brother in law by simply handing it to him... He has his LTCF if that makes any difference though I doubt.

    No.

PA's 'family exception' only applies to transfers between children/parents/grandparents/spouses. Siblings are not included.

If this was Kentucky, they'd be covered by the spouse-spouse clause.

If you've been married 3 times and still have the same in-laws...

I'd like you to meet my wife, Cousin Jenny...
