    The fact that the records are not expunged makes it a defacto registration regardless of the PA court's opinion that it isn't one because it doesn't contain a record of ALL firearms.

    We know it's illegal, they know it's illegal, and no one will, or can do anything about it.

    As a FFL, and this has happened to me, if there is a mistake on a SP4-113 when they go to enter it into the database, a copy gets returned to the FFL, with a sternly worded letter to fix it within a certain time period or the PSP can revoke your PICS privileges. I got one about a month ago (stupid on my part mistake). They were just getting around to entering the data. The date on the form was February 2017. I've had people buy guns, use them, and sell them to someone else before the PSP even got the info from the first transfer put into the database.

    I don't know why people put themselves in these stupid situations with women, legal or not legal in this case. She can buy her own damn gun and make that responsibility hers alone.
