Sometimes sound will bounce off of different things near a position and almost be amplified because of how the waves interact. I've been standing next to a shooter outdoors before and had sound bounce off of hard flat objects nearby and really bother my ears, but when I moved over a few steps, it wasn't nearly as bad. As others have said, it could have been a combination of the covered shooting position, concrete and atmospherics all interacting.

Higher humidity means higher levels of transmission of sound pressure waves, which one could perceive as louder.

The most important thing to remember is that "loud" is relative. Where a person is standing in relation to the source of the noise, what type of hearing protection they are wearing and if they are chewing gum all play a role in the perception. I have found all centerfire rifles to be loud and that is why I double up foamies with headphones...
