Exeter Township rifle club target of neighbors' noise complaints
The University Rifle Club president said that the organization has been at its location for 67 years.

EXETER TOWNSHIP, PA —
The Exeter Township supervisors heard complaints from three residents of Bent Brook Circle concerning the University Rifle Club at 550 Schoffers Road.
Warren Q. Lariviere said that the gun club is routinely in violation of the township's noise ordinance.
"The club's membership has expanded and the noise has spiked significantly," Lariviere said at Monday's supervisors meeting. "I am requesting the township test the noise levels at our property lines."
Supervisors Chairwoman Lisa VanderLaan said that there have been several complaints about the club filed with the township.
"I know codes enforcement is looking at this and I plan to speak to our solicitor about the matter," VanderLaan said.
Club President Ronald S. McCoy said that it is unaware of any noise complaints.
"URC has been operating at its current location for 67 years, and strives to be a good neighbor," McCoy said in a written statement Tuesday. "Because this is an active club, there are times that there are numerous members practicing or are organized matches taking place."
Founded in 1916, the club is an organization of shooting sportsmen engaged in high-power rifle, small-bore rifle and pistol competition, its website says. The club is open 24 hours a day, every day, the site says.
"Our hours of operation have not changed for the general membership, and are within the township noise ordinance," McCoy said. "Having multiple members practicing marksmanship and conducting organized matches is not something new to the neighborhood."
VanderLaan reminded the residents that the rifle club predates housing developments in the area and that the presence of the club is disclosed in the property deeds.
Aaron T. Wentzel said that the problem with the deed issue is that the footprint of the rifle club has significantly expanded since houses were built.
"This is also 400 yards away from a school," Wentzel said. "We're in a different environment now and if there was ever an active shooter (at Owatin Creek Elementary School), the kids would be confused because they are used to hearing the gunshots all day long. The frequency and the times (of shooting) are interfering with our ability to raise our families."
Resident Rita Dispirito said, "The noise is truly insufferable and something needs to be done."
In another matter, the supervisors accepted a letter of resignation from Supervisor Gary E. Lloyd.
Lloyd, who did not attend the meeting, cited an inability to attend meetings because of his coaching duties and increased responsibilities at work.
The supervisors will have 30 days to appoint someone to fill the unexpired term and authorized the administration to advertise that the township is accepting applications.
Because Lloyd was vice chairman, the board voted to appoint Supervisor John Cusatis to that position. The vote was 3-0, with Cusatis abstaining.
The supervisors voted 4-0 to approve:
An agreement with McMahon Associates, Exton, to provide engineering services in the amount of $328,180 to begin the design and the determination of the township right of ways for the Perkiomen Avenue streetscape project. The proposed project is a multi-million dollar, multi-phased plan to add sidewalks, streetlights and landscaping along Perkiomen Avenue from Oley Turnpike Road to Demoss Road.
Advertising public hearings on Nov. 13 for proposed amendments to the zoning map to designate a township commons district and a highway commercial district.
Establishing Halloween trick-or-treating Oct. 31 from 5 until 9 p.m. The designation is a change from previous years when two nights were permitted. Township Manager John A. Granger recommended the change because numerous organizations offer safe trick-or-treating nights the week before Halloween.

Stories like this remind me of the time a couple showed up at the airport one Sunday AM in their pajamas crying about the helicopter ops the night before. Of course the houses there were newly constructed but the funniest part was when the attendant told them that the helicopter ops were US military and they needed to call Willow Grove and complain.
