My character references aren't local to Monroe County and I'm thinking it would be a negative.

You no longer need in county references or that stupid local 1% Berkheimer crap.

My references were PA residents, but not from Monroe county. My wife's initial application was denied because they never received the reference form from one of the references. I don't know if this is still the case, but just in case make sure the form gets returned.

I wouldn't worry about it, the gentlemen behind me was renewing his as well only he was renewing an out of state non res permit and turning it into a instate resident permit and his background check came back apprived as well.

A new sheriff is in town, literally. And he stated no more reference forms.... let's hope he keeps his word. Mine is up for renewal in a year or so

If you needed illegal references, then it wasn't smooth.
