    A friend talked to a deputy in Falls, and was told Gov. Wolf has banned open carry. Any truth to this?

    More than likely referring to the almost continuous "State of Emergency" we've been under due to heroin overdoses. Means you need an LTCF to open carry. It's not a change in law, just an executive decree that must be renewed periodically.

    If a state of emergency exists (which it almost always is),
    Then you cannot open carry without a valid LTCF
