    Yes, Wolf is using state of emergency to prevent the ten people in the state without an LTCF from open carrying.

    That's clearly more important than funneling federal monies into Harrisburg.

    Since the SOE limitation applies to long guns too, it effectively eliminates COMPLETELY, the right to bear arms.

    Several state supreme courts have allowed the licensing of concealed carry as 'reasonable' because unlicensed open carry remains unrestricted. In PA, currently, that is not the case. You have ZERO ability to carry a firearm while off of your own property without government permission.
