Default For those who want to replace PICS with NICS....

NICS isn't working very well. NICS has a 2-year backlog on appeals from false denials, and they also have a problem with actual prohibited persons (like homicidal racist wackjob Dylann Roof) not being denied in time so they get the guns; I imagine that's going to factor into future changes to NICS.

In addition to PICS being more responsive to the complaints of Pennsylvanians, NICS is likely going to be a lot less user-friendly in the near future.

I take your word on it- the only thing that I want is to do away with the PA handgun form.

I'm not a fan of the Record of Sale Database myself.

Talking to other FFL's out of state, yea NICS sucks balls. But I also like to streamline and get rid of the extra from and fee/tax structure.

It's a myth that PICS is "in addition to" NICS, that PICS just adds a 2nd check to the NICS check. That's false. PICS is instead of NICS, the PICS folks do the review of any info on prohibitors and they make the decisions. PICS accesses some of the same databases, but it's simply propaganda that we pay extra for a superfluous PICS check after the NICS check is done, it's a lie told to Pennsylvanians in order to generate support for striking out at the PSP.

It's also false that we have to kill PICS in order to get rid of the Record of Sale Database; I see that lie still being told now and then. They are separate statutory provisions. We could eliminate PICS and submit ourselves to the FBI (does anyone still trust the FBI after the last 2 years?), and you'd still have to fill out the "handgun form" at any Pennsylvania FFL. Alternatively, we could excise the "handgun form" provision and kill it off without touching PICS. It's being sold the way your cable company bundles the crap you don't want with the stuff you really do want, like "if you want FOX and ESPN and the SciFi channel, you also have to pay for the Home Shopping Network and Al Jazeera."

I'm in the PICS camp. I'm not very good at predictions but I don't ever see the ROS going away whether we have PICS or NICS.

It's not 100% negative, it can be used to reunite a stolen gun with its owner; but so can filing a theft report.

And that's the issue. I'm fine with PICS, except they refuse to follow the law and destroy the sales record as required. Our reps refuses to hold them responsible.
So why should I continue to support one more dysfunctional layer of government that uses its power to keep track of who owns firearms, and continues allow law enforcement to use it as a tool for confiscation?

But won't getting rid of PICS in favor of NICS. Be analogous to cutting off our nose to spite our face ?
