They can scream to the top of the hills to and afar; they can shut down cities, the economy, occupy bridges, stations, highways and businesses across the country. They can outright ban firearms- and I won't give a shit. The answer remains the same as it was, and will forever be:

They'll spend their final days sitting in a gymnasium sized "holding cell" with an RFID chip jammed in one of the cheeks of their asses. They'll be fed just enough to keep from starving, waiting for the organ transplant recipients to show up. To control rage reactions and triggering a modest amount of a harmless sedative will keep them docile. Given to them along with their vitamins. Those who don't take the vitamin will be busted when they visit the bathroom.
The ones with rare tissue types will go fast, the others will take somewhat longer.
When the recipients are all brought to the Hospital each will be escorted out of the holding cell, assured of their freedom. The complimentary cup of coffee or tea will contain a sedative. They will be so drowsy that they won't know what's up when they're strapped down and injected with something to put them permanently to sleep.
They'll be parted out like Grand Pap's old Chevy. What is left over will be burned into a fine ash. Suitable to be sold to gardeners by the sack full.
Tossing people into ditches is a waste of human organs.
While they're waiting for death their thoughts will be "This is some sort of mistake.... I'm a good person. I never hurt anyone. I wanted to do good for everyone".
(note - this is how Falun Gongfa people were treated in China...)
