When I applied many years ago, when PA first went shall issue, they fingerprinted you. I assume they still do. (Not for renewals, just new applications.)

Back in Puerto Rico, USA when I got my "weapons license" a la NJ (sometimes I think they search for the worst laws across the 50 states and copy those) they did, but that was probably 3 versions of the law and 20 years back.

I submitted my concealed carry permit renewal to Montgomery County nearly four weeks ago (Aug. 14) via email and have heard nothing. Is this a "normal" waiting period? They say not to call for an update but my permit expires soon. Any advice/info from others who have submitted the paperwork via email?

Most people are getting called within 2 weeks of submission.
But if they are bogged down then they have 45 days to contact you.
If it was me I would call them on the 24th (day 41) which is the Monday of the week your 45 days runs out.
It is also possible that you did not complete your application correctly.

I looked over the application and I don't seen any problem. Do they just discard the application if there is a problem or do they notify the applicant?

I don't know, no one I know has ever Biffed up their paperwork.

I submitted my renewal via email on 8/24. Here is the response I got

If you submitted an application, it was received. Unless you hear from us by mail or phone, you can come in to the office no sooner than 10 days from this date, to finish up. Pickup times are 830-1230, Monday through Friday, in the Sheriff's Office. You will need $20 and your driver's license/PaDOT ID. Approval is good for 60 days.

I plan on going tomorrow 9/11/2018 at 8:30AM, well after the 10 days suggested, to pickup. i'll let you know how I make out.
