The GOA is only on the National level right now. They aren’t large enough like the NRA to have reps in every state.
Where’s the FOAC?
LATE EDIT: Kim Stolfer from the FOAC was there and did testify as stated below.

I made it there. I was late... just got home
Kim Stolfer from the FOAC was the last person to testify today at the hearing. I missed Joshua Prince speaking but heard it was very good.

I feel like we do not have our sh*t together! We need to have a strong state group to keep us informed especially when it is time for us to have our voices heard. I would have thought I would have gotten an e-mail from the NRA about this. I gave up on NAGR due to some questionable practices. I left MD because of the crap that happened there, I'm not going through this again! Who/what is the best group for organizing us on the state level?
