    My ruger blackhawk convertible shoots .355 projectiles down a .357 bore without any safety issues. Accuracy suffers a bit.

    I dont think the OPs situation would be much different, provided that the cartridges would hold together under recoil.

    However, the 9mm bullets you are shooting in the convertible cylinder are loaded in 9mm cases. It's not that a .38 or .357 won't handle them, the OP was talking about loading them into .38 cases (which would be too big to safely hold them). Big difference in a 9mm case and a .38 case.
