What I want to know is that fact that Congress specifically approved bumpstocks with legislation how can the ATF or any Executive branch office ban them?

Congress didn't specifically approve bumpstocks.

They were never illegal. They were presented to the ATF for approval because someone wanted to sell them and the ATF approved them.

Probably the same way that the BATF&E legalized crank triggers. The bump stock makes your finger pull the trigger faster than most folk scan normally fire.
