    How does having mag limits reduce damage to target holders? If someone is going to shoot target holders it can be done three rounds at a time. Right?

    Yes, a number of other states have mag limits for hunting.

    I don't know about Sunday hunting in other states.

    And some states prohibit semi-auto rifles for hunting by proxy because they prohibit all rifle hunting - shotgun and/or muzzleloader or handgun only due to flat land or high population density.

    And we are also discussing privately held property by a public entity for the use of hunters.

    Since the PAGC holds the title to the property, they can institute policies on how it is used.

    We here aren't real fans of the policy either, but we also know we personally don't own that land. And just like any other service or venue, if you don't like the rules - either get them changed or go elsewhere.
