Open carry (without a permit) question
I have searched a bit, but i have not been able to find an answer to this question:
Is it still considered open carry in PA if the holster completely covers the firearm? I have a leather makarov holster with a flap that covers the grip that ii was planning to use to open carry a keltec p3at, since my pocket holsters are now a no-go in Pennsylvania. It even has pouch for an extra mag....and they have a plan...

More importantly you should know that Pa. is in a "State Of Emergency". As BS as this is unless you have a reciprocating state LCTF you**CAN NOT** OC in Pa. . Since your location is marked as the People Republic of New Jermany, I take it you do not have a Pa. LTCF. Or do you? If so then you can carry OC or CC.
As for your holster, IMO erroring on the side of caution, the answer would be yes. I consider a flap holster concealed because it covers the pistol under the flap. The flap is designed to cover from dirt and therefore it also covers it from eyes. That's just one Mans opinion YMMV IANAL.Aggies Coach Really ??? Take off the tin foil bro.

How are you planning on transporting your firearm into PA to "open carry". If you cross the boarder with it loaded in your car (or on a bike) it's considered concealed until you are on foot.

Wrong and wrong.
"Carry in a vehicle" requires a license (from ANY state) whether the firearm is loaded or not. "Carry in a vehicle" is a separate situation which requires licensing by statute. The firearms is NOT "considered concealed."
*There are a few very limited and specific scenarios where one may be able to carry/possess a firearm in a vehicle without a license, none of which appear to apply here based on the details provided by the OP.
