    Default Open carry (without a permit) question

    I have searched a bit, but i have not been able to find an answer to this question:
    Is it still considered open carry in PA if the holster completely covers the firearm? I have a leather makarov holster with a flap that covers the grip that ii was planning to use to open carry a keltec p3at, since my pocket holsters are now a no-go in Pennsylvania. It even has pouch for an extra mag.
    ...and they have a plan...

    More importantly you should know that Pa. is in a "State Of Emergency". As BS as this is unless you have a reciprocating state LCTF you**CAN NOT** OC in Pa. . Since your location is marked as the People Republic of New Jermany, I take it you do not have a Pa. LTCF. Or do you? If so then you can carry OC or CC.

    As for your holster, IMO erroring on the side of caution, the answer would be yes. I consider a flap holster concealed because it covers the pistol under the flap. The flap is designed to cover from dirt and therefore it also covers it from eyes. That's just one Mans opinion YMMV IANAL.

    Wondering about that too. It's a GO if you have ltcf unless I am missing something.

    Why are your pocket holsters NOW a no-go in PA?

    He was probably carrying with a NH license.
    Pretty sure all non resident licenses are no longer honored in Pa to include non-residents.

    That could be the reason and wonder why the reason for this not honoring now. Some political riff between us and N H?

    I forgot about the state of "emergency." I switched states last year, so i consider my PA ltcf to be invalid since iit has my old PA address on it. I got a New Hampshire permit shortly after i moved. I still got good use out of it, but still use it for vehicle carry.

    I wasnt sure if an outside the waistband holster would be considered open carry.

    The AG nullified the remaining nonresident permits because he could. Kane would have done it earlier, but at that time New Hampshire still required a home sfate permit, which they recently changed.
