At that point I think I would just dial it in at 50 yards then go back to 20 - 25 yards and see how it looks. If that looks acceptable I'd try 75 and 100 yards. 'Off just a little bit' at close range will equal 'off a lot more' at longer distances. Consistency is another concern. If it shoots to the right at 25, 50 and 100 yards is a better sign than hitting "right on" at any of those distanced and to the right at a different distance. Does your point of impact vary as the barrel warms up? If it was "right on" at 20 yards when it was cold and "off to the right" at 50 yards, think about how many rounds were fired and the time frame involved.If you take out again without touching any adjustments, see how it hits at 50 yards when 'cold' to see if that gives different results. As you were shooting was it stringing? (In other words, was each successive shot going a bit further to the right?).
I don't have a short temper, I just have a quick reaction to bullshit.

My buds and I found that "bore-sighting" our rifles..at least the ARs has become sorta simple. What we do is mount the gun (padded) crosswize in the top of a "Work-Mate" adjustable sawhorse set up in my garage w door open of course! and bore sight the thing at 50 yds..which just happens to be the measured distance TO the top edge of our big stone fire pit out back. We use a single LED lite set up ON the edge of the firepit wall as the target...easier to see than even a laser and seems to work. We sight the peep siite or red dot about 2" high at that distance, after we bore-sight it 2" high and right on L-R and daggone if it ain't near right on at 100 yds Not very scientific, but it works for guys here who are used to Kentucky Windage and Kentucky Jelly......................... ;-)

The horizontal deviation sounds like barrel - scope alignment which could be base or ring issues.
That would explain the barrel and bore axis aligning at 20 yards but diverging at longer distances.
Try it at 10 yards, 20, 50, 75, 100. That will reveal the direction and extent of the alignment error. If that's the problem.

Finally got some time out of work to mess around with the rifle. Ended up buying the Kidd Scope rail and a set of Vortex rings. Went back and sighted in and my windage is finally acting normal again. Took the calipers to the OEM Ruger scope rail and the holes were indeed crooked by about 1.25mm
