Back up to 100 or 150 yards and see what it does. Then go back closer and see what happens. 20 yards is too close IMO to set windage and it really shows up at the farther ditances. Just make sure the wind is calm, I had wind blow .22 3'' already at 150 yards.
Here is 2 targets shot with my KIDD barrel at 100 and 150y. Once windage is set at those distances you should be able to move up closer and have it stay.

Sometimes when people install their own scopes they tighten down the screws too much and the rings crush the tube a bit.
When this happens the scope adjustments may not work correctly and the optics will jamb and skew in various ways.
This can be prevented by using a torque wrench set to the manufacturers specified settings when doing the scope install.
If this is relevant here (I don't know) then the scope sight picture may be misaligned when you adjust your focus from one distance to the next.How can you have any cookies if you don't drink your milk?

I have that stock on one of my 10/22's...I had to use shims in spots and some relief of material in other places. Nothing drastic, just enough to get the receiver to sit true in there. I also had to use nylon washers on those allen screws between the receiver & barrel shroud on so it didn't look bent when you looked down the rail or from the side. That may be part of the problem.

Used the Weaver level level level kit.

Are you sure the top of you turret is level with the reticle?
I was taught by bench shooters to never level off the turret. Use a small piece of flat stock and hold it on the btm flat of the scope under the turrets.
You can never guarantee the turret and or cap are flat and level.

If you are getting the camera out, take pictures of the target with a ruler on it so we can get an idea of how tight your groups are.
