    Default Can a 20 yr old in this state buy a stripped lower legally?

    I'm talking to a guy that wants to do a build but he is 20 and cannot buy a stripped lower online or at an FFL. His mom won't gift it to him which I'm guessing would be the same as gifting a handgun. I'm guessing he cannot buy one from a private party until he is 21 even though no transfer is needed?

    Found this but in it someone states that someone under 21 can buy a lower with stock. Wouldn't that still be listed as "other"?

    If he can buy a stripped lower then he should also be able to build it into a pistol? Or can he buy a 80 percent lower and build it into either a rifle or pistol?

    Federal law says that you have to be 21yo to buy ANY firearm from a FFL. Then it exemptions sales of rifles and shotguns to folks 18yo or older.

    Since a virgin receiver is neither a rifle or a shotgun, a FFL is not allowed to sell one to a person under 21yo.

    It is legal to do a private transfer(in-state) of a bare/virgin receiver to a person under 21yo. No paperwork required since it isn't a PA defined "firearm"(handgun, SBS, SBR, or gun under 26" OAL).

    No paperwork is required to create a handgun(PA firearm) out of it.

    I think 21 is the age for stripped lowers, but I'm not able to say that with 100% certainty.
    Makes no sense because he could buy a complete rifle.

    That is probably the one reason that a AR built as a rifle cannot be rebuilt as a pistol. It's the only reason for that rule that makes any sense to me.

    Yes, that would still be "other" as long as it's never had an upper pinned on with the stock attached. As long as no upper has ever been pinned on, I believe one could still legally remove the stock and put a pistol buffer tube on to build a pistol. Thus this is the same as any other virgin stripped receiver (i.e. other).
