    Default AR pistol paperwork question

    to build a legal AR15 based pistol, is it just re-registering a lower like a pistol? or do you have to buy a new lower and do the initial paperwork as a pistol?

    Lowers aren't registered (exception: NFA items.) Any lower which has never been built as a rifle can be built as a pistol, no paperwork is required.

    Furthermore, as I understand it: A lower that was originally built as a pistol can be re-built as a rifle and then later a pistol again, as long as it was first built as a pistol.

    No register in PA. Must build on a lower that did not begin it's life as a rifle.

    Lowers are transfered as "other" when you buy them. They aren't a pistol or rifle until you build them out and add the upper. That said, by letter of the law, I believe a rifle cannot become a pistol. It can only be SBR'd once it is a rifle. If you're starting from a bare stripped lower, you can build a pistol or rifle and once it's a pistol you could change it to a legal rifle or SBR, but not back again.

    There's technically no "registration" in PA, so if you have a stripped lower you can build a pistol without doing anything else legally.

    When an FFL found out I made a pistol from a stripped lower, and the lower wasn't transfer with the PSP form, he said I committed a felony.

    So I turned in all my guns.
